APPENDIX ONE QUESTION: Did the pedestrianisation experiment affect the time of day you visited the Walled Town? If YES, how did it change? 1. 90% of our visits to town were made between 11am - 5 pm 2. I waited until the pedestrianisation time to visit. 3. Visits by car to the harbour were postponed until after 5 o'clock. 4. 8.30-9.30 am 5. Yes it was almost impossible to get a bus on time for any appointments during time of the day. 6. Visited during pedestrianisation periods as there was greater road safety and better atmosphere. 7. Cannot get to bank to park and pay in big amount of money as we cannot park. 8. I was denied the right to bring in elderly visitors. 34. I informed the help line that I was parked in a legal bay and asked if I could stay. She refused to believe that there was a legal bay (not for resident permit or disabled). It took two phone calls and a good twenty minutes to sort out the problem. 35. I think the shop keepers should be able to park their cars outside their shops 2. Need more people to answer the phones 3. Didn't try it as everyone says its a waste of time and they won't give permission for any extra journeys 4. Rather patronising attitude of staff is a turn off. I wanted access to return an elderly relative to their harbourside home after stay in hospital staff gave impression they were doing us a favour. Not good 5. Unaware or would have commented on lack of management of disabled parking. 6. Yes last year 2004 this did not help it was not worth ringing this year. 7. Yes they should be more sympathetic and helpful to people who are only going about their daily lives - to do what is a legal right have access to their homes. 8. Other residents resented the fact that permission was required for doctors appointments or funerals etc except that cars could be taken out for duration. 9. Why should spend time and money asking the permission of telephonists to go about our daily lives? Calls took on average 15 minutes and questions were invasive. 10. The number should be on the public notices around the town. 11. It wasn't clear. 12. Why should I have to phone and explain to someone personal details to go to and from my own home and work place? 13. Yes, It is very unsatisfactory to have to explain details of your private life to a stranger on the phone, (not prepared to do so). 14. Normal enquiries and back-up was excellent 15. I anticipated that should I have phoned the help line, any request would have been dealt with unsympathetically, therefore I did not bother. 19. I heard too many bad reports of the help line, even when people were just coming out of hospital the answer was no. So I would have not stood a chance. 22. Many incidents regarding very sick people not being allowed to drive home and have been to the local press (of which you will be aware) highlighted the fact that the personnel manning the phone line were incapable of making a proper decision. 25. They should be more sympathetic and helpful to people who are only going about their daily lives, to do what is a legal right, have access to their homes. 27. Having given all our own info re address post code etc they often ask for it again. 28. It is to try and live and work incased in the town walls for two months and to get no understanding from your HELP LINE. 29. Enquires dealt with in a very unhelpful way. 30. The operators need to have more discretion to interpret the guidelines which they enforce as rules. The database should be even clearer so that the senseless waste of time on both parties is minimised when assessing access. 31. The help line number is the universal PCC switchboard, but the person answering claims that it is the help line. Any but the simplest query has to transmitted from the switch board operator to someone in traffic, and his/her reply then relayed by the operator to the caller and back again. 32. The telephone number was not widely publicised. 33. Attitude of operators not compatible with good service to customers. 34. If residents are given their human rights of access then we wouldn’t need any help line would we? 35. Felt as if you were being interrogated. Attitude was that you could not have permission unless you had very good cause. 36. They make you feel as if you are a criminal because an extra/additional trip has to be made in/out of the town for work. 37. They don’t appear to have any autonomy. Tables and chairs were set out on top of the previous night's takeaway debris. The streets were as untidy as they usually are. 2. The pedestrianisation scheme has been a great success (even if it does inconvenience my car use). 3. It is not very pleasant sitting outside Feccis Chip Shop in Lower Frog Street. When the horse and cart passes the smell of horse muck is disgusting. 7. I think pedestrianisation creates a safe and pleasant atmosphere for visitors and residents. I wish it was in place for a longer period. 10. The square looks disjointed as a result and does not give a cafe culture! More beer seems to be drank on the streets than coffees or tea. Needs to have seats and trees to make internal areas more visitor friendly as in other pedestrian areas in Britain. 61. Some of the street furniture looked 'tatty' and shabby and the fact that chips were being consumed did not look very cafe. 62. The pigeons and seagulls like it and so do the publicans. I was interested when a monk on Caldey said he hated Tenby during the pedestrianisation because of the "smell of fried food wherever you go" An increasing number of resident resent it strongly. 64. The way the tables and chairs are arranged is not always good - the gutters don't seem to be very inviting! Drinking outside would seem to be against all the suggestions about curbing, underage and excessive drinking. But the idea is lovely it just needs some fine tuning! 65. It is impossible to walk along the pavement because of the tables and chairs as you have to step off the kerb and onto the road to go around them, which is difficult when you are old and the kerbs are high. 66. The quality/standard of the tables and chairs of the street was much better this year but further improvements should be encouraged. 'Cafe culture' is an all day concept - a few tables and chairs in the street for a couple of hours does not create the relaxed atmosphere. 67. It seems to be an excuse for pubs etc to serve on the street. 68. I quite liked the table and chairs placed outside premises - it gave a continental theme especially on a lovely sunny day. 69. I would like the scheme to be introduced in the evenings eg 7-9pm with pubs allowing drinking on pavements with licensed supervision to create a cafe/pub culture for families. 70. I agree, despite the difficulties it makes for me, with the pedestrianisation, but despite the cafe culture the tables are in the way and hinder the movement to local businesses, around the narrow area by the lamb and son pubs tables cover so much of the road an emergency vehicle will be held up - This is a concern as I regularly have a life threatening allergy that requires an ambulance. I also dislike the rubbish and the clutter, wasn't the scheme supposed to make movement better and safer for tourists? This was supposed to make it easier for tourists to appreciate our lovely architectural town, not make pubs and cafes richer! It makes the town look dirty! Also it encourages the Seagulls to make a nuisance! 71. The restricted time between 11am and 5pm resulted in chaos on the roads during the times before and after the restricted hours. Overall the result was not a success. 72. It is all a bit of a 'muddle' The pavements are still there and depending on the time of day a car may or may not be travelling along the road - some pedestrians are clueless about units of course. 73. The no car zone particularly on a Saturday alienated many guests with children as they felt hostaged as they couldn't start their holiday until the roads reopened. Little is done to help people who are the life and blood of Tenby who are more angered about drunken behaviour particularly at the weekends and dirty beaches which is a far greater priority wouldn't you think? 74. The tables and chairs on the pavements roads make the town look untidy. They also interfered with access to nearby shops. 75. Pedestrianisation still not complete. 76. If it is raining the town seems empty and there is no atmosphere at all, and it rains a lot. Compared to our other British towns NO effort has been put in to accommodate such a culture. 82. Tenby is not designed for all of this who wants to sit in a gutter, only those who it is for. 84. The groups of drinkers who visit the town would, I believe, not be influenced in their behaviour by a pedestrianisation project or the lack of it. 93. As a disabled person who cannot walk far, I did not visit Tenby during the pedestrianisation as I know I would have difficulties. 94. Drinking on pavements sending out wrong message for family resort. 95. The confusion and dreadful traffic problems in the town leading up to 11am cancels out the benefits. There is no policing during this time. Later when there is no traffic there can be up to three traffic wardens. Add this to the other costs involved does not seem worth it. 96. Cafe culture creates disorder in the town with increased drinking, and far from relaxed atmosphere seems to create aggressive and loud behavior. Tenby was always a lovely family venue before the recent changes, now we seem to be attracting a younger age group. 97. Most businesses left enough space to access the building, a few did not, think it would be best not to block the footpath completely. 98. The rush to make deliveries or provide services by various utilities and firms, prior to 11am creates a frenzied and unpleasant situation on the streets. There is a clear absence of traffic control which underpins a strategy of hands off policing. Drivers park anywhere anytime; action only being taken when complaints are made. 99. Tables and chairs are put out early. Tables and chairs are not put away on time. Cars rush in at the end of the ban and people are still walking in the middle of the roads. Restricting cars which have been waiting a few hours to get into their properties so that they can get on and enjoy their holiday. The pedestrianisation has not created a relaxed atmosphere. Quite the opposite for home owners. It has made it stressful coming to our holiday home. Home owners within the town should not be restricted access. Other traffic should be though! 100. The town centre was like a rather large pub beer garden. Cluttered with tables chairs market traders and musicians. 101. More pedestrian signage to harbour., South Beach etc would be useful. 102. Would Like pavements to be left clear 103. I would not mind the "Cafe Culture" if tables were cleared immediately , customers left them in my opinion the look of half eaten food left on plates would put off any visitor or resident. I found that this was the "norm", again in my opinion because of tables left uncleared and food and wrappers thrown to the floor or ground this would put off the sort of visitor that Tenby should be enjoying. 104. With regard to alcohol, I never go into town in the evenings due to drunkenness and o police presence. 105. No 106. When empty the square looks very dreary and unkept. No cyclists to be allowed to ride through town during pedestrianisation time. 126. My son and I were having coffee at about 4-4.45pm, and because the roads were opening at five we were told to hurry up. Not satisfactory. 127. Introduce proper one way system around Tenby. Make use of wide space in front of St Marys. Have parking for the disabled on long one side, and metres for show and stay. 128. More control on the streets. 129. No. 130. There has always been a problem with drinking in and out of the pubs in Tenby in spite of police protests (if they cant deal with it don’t look!). 143. Tacky drinking parties spread right across the road particularly on a Saturday afternoon were very threatening. Just wanted to get home. 144. Longer opening hours would prevent binge drinking. It does not matter where you go in the UK, this problem is here, but not in more relaxed countries. 145. Its wonderful, but make the people who earn extra because of the tables and chairs out side there businesses clean outside their establishments, it was a disgrace in 2005. 147. Any future license should be costed on the bills of a fraction of the business rate eg should the increase in the area - 17% the cost should be 17% the business rate. 195. Some public houses have big noise coming out of them day and night. At times I have seen pedestrian urinating into a black bin! That is not cafe culture. 196. I would suggest using a floral display to keep vital access areas clear if emergency vehicles needed to get through (ask the nearest business to be responsible for maintaining them and moving them). 197. As a disabled person I found the placing of tables and chairs on the pavement and road, very inconvenient, they only benefit drinkers. I only used the help line once and had to carefully explain to the person on the other end what I needed, they did not have a clue. I strongly believe the pedestrian scheme is driving visitors away from Tenby. Your street surveys are only talking to day trippers, not residents! Many visitors that I have spoken to regarding the effect on residents do not believe me when I say that as a disabled resident I am only allowed access by car once a day! I laugh when they say what about human rights!! I say not in Pembrokeshire. 211. Although I think that pedestrianisation works to limit people driving through town for no reason its a severe restriction on residents in the town with properties with good off road parking, seriously de-valuing them both as freehold property and for rental. 212. Cafe culture not only restricts pedestrian access, but is a barrier that very much effects disabled persons and elderly. Also chairs and tables placed above gutters and drains some of which are only washed when it rains!! Giving the whole walled area a very dirty and unclean look. 213. Tables and chairs in George street and in Tudor square hinder pedestrian movement. Both streets are to narrow to allow tables and chairs in the road. 214. Very leading questions, I am not prepared to answer them. 215. What do you mean by cafe culture? If you mean a lot of fat people eating chips in the street, most defiantly yes. 216. Helping residents move around town is not at all the same as helping traffic move around town. It did reduce pollution in the town. 217. Pedestrianisation appears to make no positive difference to the atmosphere and use of town. As residents we have a night to access with vehicles at any time to our properties. 218. The idea of cafe culture has been high jacked by licensed premises putting beer gardens on the street. It is not a culture and smells of chips most days. When the weather is wet no concessions are made for residents and tables are not put out. Tables and chairs particularly in St Georges Street are not enforced into designated areas. Some towns have metal studs in the road/pavement. The Hope and Anchor increased its table numbers from 4 to 6 but no one cheated the 3.25 metre rule. Emergency vehicles still have to negotiate tables here and outside the Sun. There are increased alcohol problems both actual and perceived. 219. People milling around aimlessly make it more difficult to get around. It must be impossible for wheel chair users, and difficult for people with prams to get into shops as there are usually tables between the shop and the nearest drop kerb. Access to Quay Hill is hindered by tables from Pam Pam and Lifeboat Tavern almost meting. One has to walk on the road, and it is difficult to feel relaxed about this if one has spent over 20 years looking out for traffic in town. 220. I do not believe that eating fish and chips and drinking larger whilst sitting at tables and chairs in the street enhances the image of Tenby. Pedestrians / visitors behave as if the streets are pedestrianised out side the 11 - 5 hours, making it dangerous as they believe they have a right to walk in the middle of the road all the time. 221. Tables and chairs are ok in some places where there is a lot of space, but a nuisance in narrow streets. Seagull's are a menace when there is so much food and debris outside. Afternoons can seem more relaxed but mornings and early evenings when all traffic comes and goes in a rush it is horrible. 222. I drive for country cam so my people cannot get into town between 11 - 5. those who can get in are very uncertain of walking due to crowds all over the place. 223. Far more could be done with Tudor Square - entertainment. 224. Yet again for another year of carnage within the town, we put up with this nonsense! I have written to and phoned PCC in the past to explain the great difficulties it creates for the severely mobility impaired. Parking outside the walls makes it physically impossible to walk to/from shops. Many local people are therefore excluded from Tenby. 284. The pedestrianisation scheme of visiting Tenby in general is adversely affected by the residents permit parking scheme. Large areas of good parking spaces are empty all day as residents are away all day in their cars. That should be limited to 6.00 p.m. - 8.00 am. 285. Lorries should not be allowed in at any time after 9.00 am. More buses are needed at busy times especially from Butts Field. Often people are so tired of waiting they get on at Smiths travel to the harbour - stay on the bus to get back to Butts Field leaving those at the harbour to wait even longer. 286. Just that it should extend for the whole holiday season. 287. You are never going to please everyone but pleasing some would be a target. 288. Disabled body persons should have access, also ambulance, fire and police only. 289. I do think that people who live within the town walls, ambulances, doctors and people who own businesses (including delivery lorries) should have access throughout the whole day. 290. APPENDIX SIX QUESTION: We would be pleased to welcome your comments on alternative approaches to reducing congestion, improving safety and enhancing the environment in the town during the busy summer months: 1. Please consider widening scope of residents parking scheme. As a two car household, being restricted to one permit per household is unhelpful; particularly as the residents parking areas in my locality are rarely fully utilised. 2. Park and Ride from New Hedges Area, for visitors mono rail, from North Car Park, or moving pavement ie airport type. 3. Consider preventing vehicular access into town centre except by permit/authorisation. Reduce speed limits to 10mph. 4. Park and Ride from New Hedges roundabout. 5. Congestion takes place before 11 am with delivery to shops etc. Maybe some traffic control system or even a one way system would help from 9am - 11am. 6. Better unloading areas at North Beach Car Park for businesses. 7. Start 10.00 am finish 6.00 pm. 8. Disallow any parking in High Street and Tudor Square, reduce queuing taxis - electronic preprocessing. 9. Leave it alone and it will find its own level. Instead of interfering and making matters worse. 10. There is an urgent need to enhance Tudor Square during most of the year 85% of the square is surrendered to traffic 11. Take up the cobbled stones/roads which Tenby never had they are dangerous. Involve more people in cleaning/streets/bins/dog mess. 12. Keep park and ride on for September as it was very busy for arts festival and nowhere to park as it is too far to walk from Butts Field 13. Park Road is a nightmare. If it is not congested it is used as a speed track. Multi-storey car park should be built at Butts Field car park (good main road access) more park and ride needed. 14. Residents should be allowed access to homes/vehicles its a total infringement on your life/liberty. Pubs shouldn't be allowed outdoor tables. chairs - the 3 mariners etc should be contained within walls its unsightly threatening and not child friendly 15. 1. Introduce pedestrianisation permanently between hours 1000 to 1800. 2. If current scheme remains increase no of traffic wardens to ensure no illegal parking. 16. With no tables and chairs in streets folk would be on the beach or would not come. Only of benefit to cafe and pub owners. 17. You could reduce 75% of traffic in the town by making it clear there is not through access nearly all visitors can drive to the harbour find they can go no further then battle against the next lot coming through the town to find they can't go anywhere. 32. I've always considered for some time that access should be unrestricted to residents and businesses but that all other traffic should be excluded and that enforcement should be rigorous. 33. What is needed is for the law to be used regarding parking on double yellow lines in Tenby all year around. It is completely ignored. 154. Traffic wardens very visible in the town betweens 11am and 5pm why is this?? We do not seem to see them at other times particularly 8am to 11am when all deliveries have to take place, why?? 155. More out of town park and rides. All levels of the multi story car park should be free. 156. Stop the traders within the five Arches. They are blocking access from the parade through too St George street and making it difficult for disabled people as well as the abled. 157. I think signage should be placed further out of town as a lot of visitors still come in unaware and this slows traffic down in areas that are not restricted. 158. Reduce the number of lorries and vans delivering small quantities of goods to shops. I counted nine lorries and vans in Tudor square in one morning whilst I was in town. 159. Employ traffic wardens that are not local, then maybe locals would get tickets as, and not get away with it because they know the wardens. 160. Continue to Improve the pedestrianisation, and answer the critics with facts eg pedestrianisation increases business turnover in traditional resorts. The bicycle paramedic is used in Norwich why not Tenby? 161. Further park and ride facilities on the out skirts of town. 162. Direct traffic for North beach along Narberth road, and other beaches as required. 163. Access to Tenby beaches from the cliff top roads should be provided for those of the age 40 plus. Cliff top day lifts similar to resorts like Scarborough should be installed. This would have the effect of reducing pedestrian congestion. 164. Make access via Crackwell street open with traffic lights. Allow access through Frog street, St Marys and Creswell street via Bellmount Arch. 165. I suggest restricting access to the walled town to vehicles requiring access to off street parking or to load and unload goods or luggage, and designating the parking area by the five arches as a short term parking area. This is so people picking up and dropping off keys to holiday properties at estate agents within the walled town wont have to drive in. 181. Producing better car park facilities.
